What Does The Print Margin Actually DO?

Clearly I don't get it. I'm trying to get my fields to fit on the page, using the approximation of a page size that I can since we use USA paper formats. However everything near the left margin gets chopped. So I've tried increasing the print margins to as much as 75, but doesn't result in ANYTHING changing when I print a report. I've tried changing the paper size, but all that does is change the right side, not the left.
So now what? Do I have to manually move everything on the left over until I can get something that fits? What is the point of the print margins?
It should also be noted that the top margin doesn't seem to move anything either.
