Can't Select All Items In A Band

Jan,
I already emailed this report file to you. I can't drag-select all the labels in the title band. It's as though the Dept. and Number labels are of a different type (although they're listed as labels). I can select the two of them together, but not with anything else, either by dragging or by shift-clicking.

UPDATE: The Dept. and Number labels, despite the fact that they appear in the Title band, are apparently tied to the Detail band. Drag the Detail Band separator and you'll see that they move with it. After cutting/pasting the labels,
